Executive Order Proclaiming an Emergency to Exist in the State of Montana

My fellow Montanans, our nation - this day, and for many days to follow - is imperiled by a planned, systematically executed terrorist attack. We do not know that the areas attacked extend beyond Washington, D.C. and New York City.

We in Montana must be vigilant and aware - we must take the steps necessary to protect our citizenry. This means increased security at all state of Montana and federal buildings and facilities; and identification of all resources necessary and available to deal with any contingency.

At this time, intelligence reports reveal no threats or danger to Montana, its state agencies, its citizens. However, I have instructed the Montana National Guard to ready its resources to be ready to support the state in any manner necessary; and I am preparing a state of Montana emergency declaration to heighten security.

We must be prepared - we must take care of ourselves and our neighbors. Be assured that your state government is working, but it is not business as usual. We will continue to conduct the people's business and will continue to do so as this tragedy and threat assessment unfolds.

We will not endanger the lives of our state employees by keeping agencies unduly open. The information I receive through state and federal channels will be conveyed to our citizenry immediately, and actions taken on my part appropriate to the situation.

Every two hours I will speak to Montana updating you all on what is happening and what we are doing. The next briefing will be at 1 p.m. here at the state emergency coordination center.

This concludes my opening statement, and we will now be briefed by state Disaster and Emergency Services.
